In this video I show how to export from Revit to 3D PDF using SimLab 3D PDF exporter ( $199US for Machine licence (2 machines)) . You can try before you buy & there are other PDF creators. I just found this product to be pretty good.

This is a video on how to export the model and set it up for the 3D PDF.

Putting the data into Revit & building the parameters that a specific organisation wants is a separate exercise that I have covered the workflow in another post.
